Baxter Carr is a member of the firm’s Public Policy practice where he represents clients in legislative and regulatory advocacy on federal energy, natural resources, and environmental policy matters. Prior to joining the firm, Baxter served as a Professional Staff Member on the U.S. Senate Environment and Public Works (EPW) Committee, where he led the energy, wildlife, and fisheries portfolios for the Majority Staff under Chairman Capito. In this role, he played a key part in shaping federal energy initiatives, while also managing natural resources policy for the Senator’s personal office.

Baxter’s work included planning and leading committee hearings, drafting legislation, and advising Senate offices on complex legislative and regulatory issues. He developed and executed legislative strategies that resulted in successful enactment, including the establishment of the country’s 63rd National Park, the New River Gorge National Park and Preserve. Baxter led Senator Capito’s efforts to advance “all-of-the-above” energy projects in West Virginia and helped facilitate the West Virginia Hydrogen Hub Coalition’s “Industry Day,” which ultimately led to the formation of the Appalachian Regional Clean Hydrogen Hub. He also contributed to the EPW Committee’s permitting reform initiatives and was instrumental in preserving the 45V hydrogen production tax credit in the One Big Beautiful Bill Act.
