Tracy is a forceful advocate for clients in need of effective communications with the federal government on public policy matters in the climate change, clean technology, transportation, alternative energy deployment, cybersecurity, energy efficiency, Native American affairs, and natural resources development areas.  She understands the needs and language of both business people and decision-makers inside the beltway and is experienced at finding creative solutions and for building lasting relationships across party lines. As a seasoned veteran of Capitol Hill, she brings clients the benefit of many connections and strong bipartisan relationships on the Hill and with federal agencies, thereby advancing clients’ goals and protecting their interests.

Prior to coming to the firm, Tracy’s rich political background included serving as a senior advisor to former Congressmen Jay Inslee (D-WA), now Governor of Washington State, and Jim Davis (D-FL). During her tenure on Capitol Hill, she managed all energy, environment, and transportation policy issues for the Congressmen who were assigned to the Energy and Commerce and Natural Resources Committees as well as the Select Committee on Energy Independence and Global Warming. Tracy  wrote legislation and worked with committee staff to maneuver bills through legislative process; created outreach programs to educate members of Congress on the latest science regarding climate change; coordinated briefings for members of Congress, staff, and academic professionals on topics including plug-in hybrid vehicles, climate change, and ocean health related issues; hired and managed legislative fellows assigned to Congressman Inslee through various fellowship programs; and developed strategy and successfully executed the passage of various legislation. When working for Congressman Davis, in addition to the regular policy responsibilities of a Senior Legislative Assistant, Tracy handled all communications between federal response and state response before, during, and after Hurricanes Charlie, Frances, Ivan and Jeanne, including with Governor Bush, FEMA, and the counties and cities affected by the storm.

  • Experience
    • Served as lobbyist for several electric utilities, clean technology, transportation and various coaltions.
    • Writes Congressional updates in the Clean Energy & Air Update, a bi-weekly publication.
    • Crafts documents for client use on Capitol Hill, in testimony before Congressional hearings, and other advocacy activities before federal agencies.
    • Member of the team that developed and executed strategy to ensure favorable treatment of clients' product by the federal government.
    • Assists in identifying and prioritizing clients' issues and executing strategic plans to ensure government relations objectives are met.
    • Advocates for clients' interests in the areas of renewable energy generation, production of alternative transportation fuels, alternative refueling infrastructure, transmission infrastructure and manufacturing of electric vehicles.
    • Advises clients on legislation related to renewable electricity generation, climate change, transportation infrastructure, tax incentives and other federal incentive programs.
    • Assists clients in securing federal funding for energy projects.
    • Monitors committee developments and staffing changes of interest to firm clients.
    • Coordinates the firm's legislative assistants.
